Dawson County EMS staffing reaches crisis stage

DAWSONVILLE, Ga. – Emergency Services Director Danny Thompson made a heartfelt and emotional plea for a pay raise on behalf of the men and women of his department during Thursday’s Board of Commissioners work session.

Thompson said the attrition rate in emergency services is nearing a “crisis situation” with 11 percent of the employees leaving to work at other fire departments or to go into the private sector. “That is two-and-a-half times the national average, he said.

“In exit interviews, we’ve learned that a lot of them love working in Dawson County. The big reason for the exodus is money. Right now, there are 11 fire departments within 30 miles of this county that pay between $10,000 and $16,000 more.”

Thompson presented three options to commissioners for a potential salary increase.

When asked by Commissioner Sharon Fausett which option worked best for his department, he answered Option A – a 10 percent across-the-board increase for all personnel.

“These men and women sitting back here tonight love this county. They love its residents. They’re willing to make the ultimate sacrifice. But, I need your help,” he said.

“Bottom line is I need you to stand up for these men and women. Don’t turn your back on them because tonight, if you need them, they’re going to be there for you no matter what decision you make. I’m troubled as you can tell. I’m tired of looking at these men and women knowing they’re living paycheck to paycheck. It’s sad and it’s got to stop. It starts with you guys.”

While Thompson said the situation is nearing the crisis state, Chairman Billy Thurmond, who used to manage the same department said, “I can tell you, having run this department that 11 vacancies is a crisis today. That is not a crisis tomorrow.”

Agenda items discussed during work sessions are generally voted on at the next regular meeting.

Heavy rains force closure of a portion of Reece Road

News

Dawson County Public Works alongside Dawson County Emergency Services responded to Reece Road the morning of February 21, 2019, where a portion of the road had washed out due to heavy rain in the area. The current pipe has been removed and the area has been stabilized with material on-site to have new pipe installed; this will begin on Monday, February 25, weather permitting. The Lake has stabilized with no fear of the dam breeching.

Currently there are water, power and phone lines on the road. All providers have been on-site with the exception of phone, as there has been no disruption of service. Amicalola EMC will shut down power to the line on Monday when the new pipe is installed.

At this time, Reece Road is closed until further notice. Residents with addresses 0-400 have been redirected to Highway 183 and residents with addresses 400 and above have been redirected to Old Henry Grady Road. No residents are displaced at this time.

Help our firefighters give burns the boot

DAWSONVILLE, Ga. – Dawson County Emergency Services is once again participating in the “Give Burns the Boot” drive. Their effort began Thursday and will continue through Saturday, May 27, on behalf of the Georgia Firefighters Burn Foundation. Monies raised help provide needed supplies and treatment for children who are burn victims, as well as help provide camp experiences for them. Ten percent of the collection will be returned to Dawson County Emergency Services to be used for fire safety and burn prevention programs within Dawson County.

“Boot collections” will take place at the following locations:

• Kroger Shopping Center;

• Intersection of state Routes 9 and 53;

• North Gate at Big Canoe; and

• Intersection of Lumpkin Campground Road and Grizzle Road.

 

Dawson County salutes veterans on Veterans Day

DAWSONVILLE, Ga. — The Dawson County Veterans Administration Office honored veterans and active duty military personnel Monday and they included the county’s fire department and emergency personnel in the festivities.

The all-day event started with a luncheon at Dawson County Junior High. Lunch was served courtesy of the Etowah Water and Sewer Authority.

A large parade led by the Dawson County High School Tigers Pride Marching Band moved out from the junior high at 3 p.m. and proceeded down an American-flag lined Hwy. 9. Ninth District American Legion Commander Thomas Hineline served as Grand Marshal.

U.S. Navy veteran Don Roberson was honored as Veteran of the Year and Marine Corps veteran Ben Overstreet was honored for his service to our nation during World War II.

Other groups who marched or rode to honor veterans included Dawson County High School JROTC and Girl Scout Troop 10618.

County officials break ground for Fire Station 8

Representatives from the architecture firm Clark Patterson Lee, general contractor CT Darnell, Dawson County Emergency Services, the Dawson County Board of Commissioners and Dawson County Administration gathered at the site of the future Dawson County Fire Station 8 to hold an official “Ground Breaking” ceremony. The site is on Sweetwater-Juno Road near the intersection of Reagan Rd.

Fire Chief Danny Thompson welcomed all in attendance and spoke of the importance of the new station. He explained how response times and insurance ratings will be greatly reduced with the addition of the new station. Commission Chairman Billy Thurmond also addressed the crowd. He stated that this station will bring a level of emergency response to this area of county that most of the rest of the county has been accustomed to for years.

Due to parking constraints the “Ground Breaking” ceremony was not open to the public. However, Chief Thompson stresses that once the new building is complete the public will be welcome to attend a “Grand Opening” ceremony and tour the community’s newest public safety facility.

DCEMS, DCHS and KARE for Kids team up to provide bright Christmas for underprivileged children

DAWSONVILLE, Ga. – Dawson County emergency services personnel went above and beyond their normal life-saving call of duty Friday, by partnering with KARE for Kids and Dawson County High School’s Community Based Instruction (CBI) program for an annual shopping event that will brighten the Christmas holiday for underprivileged children.

The kids, excited and eager to begin their shopping spree met their sponsors at 10 a.m. inside Walmart before heading off in all directions.

“This event really allows us to focus on teaching the value of volunteering to assist our community,” said Chris Archer, Lieutenant of Fire Prevention.

Shopping with KARE for Kids also provides an opportunity for all three of these groups to continue to grow and to reach the community on multiple levels.

This is the second time Emergency Services and the CBI have teamed up for this event. Last Christmas KARE for Kids provided Christmas to 500 kids.

“Christmas shopping with these children allows us an opportunity to continue to give back to our community,” said Danny Thompson, Fire Chief at Dawson County Emergency Services.

Jeff Bailey, Division Chief Fire Marshal at Dawson County Emergency Services added, “The students in the CBI program are really committed to ensuring they are shopping for what the sponsored child wanted and this is a great opportunity for both of us to learn.”

Head-on collision in Dawson County closes Hwy. 53

On August 31, 2018 at 08:09, Dawson County Emergency Services (DCFES) responded to a head-on collision in the area of Highway 53/Highway 183. This was a passenger vehicle versus tractor trailer incident; crews found one female victim entrapped in her vehicle. DCFES Company 1 utilized the “Jaws of Life” to extricate the patient from the vehicle at 8:27am.One female was transported to Northeast Georgia Medical Center in stable condition with non-life threatening injuries. DCFES Station 6 responded for manpower to assist with the extrication of the patient.

SFC Curtis W. Bradshaw with Georgia State Patrol, reported that the Toyota Camry was driven by 30 year old Ashley Enyart of Marble Hill, GA.  The tractor trailer was driven by 62 year old Miguel Arrieta-Villarreal of Woodstock, GA. Enyart was traveling West on Highway 53, when she crossed the centerline in the left hand curve. Arrieta-Villarreal was traveling east on Highway 53 and was negotiating a downhill right hand curve; the Toyota Camry struck the left front corner of the Freightliner tractor trailer. After impact, the Camry rotated approximately 180 degrees and came to rest facing east in the westbound lane.  After impact, the Freight-liner continued traveling east and ran off the roadway onto the north shoulder striking a ditch and embankment.

Enyart was transported by ambulance to Northeast Georgia Medical Center in Gainesville where she was treated for her injuries and released.  Mr. Arrieta-Villarreal had a complaint of injury but declined transport to the hospital.

According to DCFES, the incident closed Highway 53 between the intersection of Hwy 183 and Duck Thurmond Rd, but has since been reopened.

Both drivers were wearing their seatbelts.  Drugs and alcohol do not appear to be involved or a factor.  There was no evidence either driver was distracted at the time of the crash. Enyart was cited for driving on the wrong side of the road.

Chairman says commission cannot accept pay raise until county employees get long-awaited increase

DAWSONVILLE, Ga. – Tara Hardwick, chairwoman of the commissioners’ compensation committee, presented the findings of her committee at last week’s Dawson County Board of Commissioners work session. After a review of 10 similar-sized and adjacent counties, Hardwick said the committee recommends the commissioners and chairman be given a 2 percent increase in base pay beginning in January 2019.

Hardwick said the study found the average annual pay in the 10-county area is $9,818 for commissioners and $13,774 for commission chairmen. Dawson County Commissioners earn $9,600 and Chairman Billy Thurmond is paid $12,000 annually.

Hardwick said, “We took into consideration current and projected population growth as well as the desire to attract only the most highly qualified candidates.” She also pointed out commissioners had not had a pay increase in 12 years other than the annual cost of living allowance (COLA), which is regulated by the General Assembly.

Thurmond said, “Enabling legislation requires us to do this every four years, and it hasn’t been done since 2005. So, this isn’t intended to give county commissioners a big raise and new car but to get us into compliance with our own rules.”

Thurmond thanked the committee for its hard work but added, “(The Board) is still in agreement that as long as we haven’t given our employees the 2 percent pay increase they are in line for, we will not accept one for the board at this time.”

Carolyn Bowen informed the board the Dawson County Humane Society is interested in buying the land it has leased from the Etowah Water and Sewer Authority. Bowen, the organization president, said in order to receive funding to continue to build and improve the shelter, the Humane Society needs to own the land. Bowen said funding will come from a major benefactor who has significant concerns that the organization does not own the land under the building in which the trust has invested.

Dawson County Emergency Services Fire Chief Lanier Swafford said that the city of Johns Creek had requested permission to temporarily store one of its new fire trucks in one of the empty bays at a Dawson County firehouse until its new firehouse has been constructed. Swafford added that if an intergovernmental agreement is approved, the county will have no financial liability for any damage that may occur.

Swafford also asked commissioners to consider approval of a grant application for the Chesney Fallen Firefighters Memorial Grant Program. The grant is offered by the Georgia Firefighters Burn Foundation (GFBF) in memory of Gwinnett County career firefighter Brant Chesney, who lost his life Dec. 27, 1996, battling a fire as a volunteer with the Forsyth County Fire Department. If awarded, this grant would fund the purchase of a fire extinguisher simulator training aid. The maximum amount of each grant is $3,000 and the deadline for applications is March 30, 2018.

Tim Satterfield will run for county commission

Tim Satterfield received the “Hero” award from Bill Kokaly, a representative of U.S. Congressman Doug Collins in September.

DAWSONVILLE, Ga. – Former Dawson County Deputy Emergency Services Chief Tim Satterfield announced today (Feb. 12) that he is a candidate for the District 3 seat on the Dawson County Board of Commissioners.

In a phone interview with FetchYourNews, Satterfield said, “I just feel like I have some more to give back to Dawson County. I have a passion and a desire to help create a safe, clean community for citizens to live, work and play in.”

Satterfield retired last month, following a stellar 41-year career. He gained national recognition while specializing in canine search and rescue and has taken part in more than 50 state- and federal-level missions, including water search, arson, bomb disaster search and work with missing and abducted children. He was state coordinator for the urban search and rescue team and was one of the first of 12 team members in the U.S. to be certified in child abduction response. His K-9 unit received the Marguerite Brock Rescue Award from the Emergency Management Association of Georgia.

In September, 9th District Congressman Doug Collins presented Satterfield the “Hero” award as “someone who has gone above and beyond the call of duty during their career to help citizens in and around their communities.”

Satterfield said he recently viewed a television program that listed the safest communities in Georgia. “I believe Johns Creek was number one,” he said. “I would like to see Dawsonville and Dawson County on that list. I feel like if we have a clean, safe community where people can live, work and play, we will be able to attract more desirable type businesses.”

Satterfield believes the county can obtain grants to help accomplish those goals and reduce the cost to taxpayers. He stated, “I did some (grant writing) when I worked in fire services, and I believe my experience in that could be helpful.

When Satterfield retired in September, County Manager David Headley said, “Knowing Chief Satterfield, both on the job and in his personal life, his hand is always stretched out to serve others. He is someone who has given his life to something other than himself and truly is a hero.”

Satterfield will run for the position being vacated by Commissioner Jimmy Hamby who has announced he will retire at the end of his term.

Board Denies Request for Change in Pay Grade

DAWSONVILLE, Ga. – The Dawson County Board of Commissioners unanimously rejected a request to reclassify the Administrative Assistant position in Dawson County Emergency Services to Executive Secretary.

The Administrative Assistant is a 15-year employee and the sole support staff of the administrative team, responsible for processing of all personnel paperwork, approximately 110 positions, accounts payable, ongoing budget management, quality assurance for all fire and EMS reporting (over 3000 calls per year), state reporting of fire reports, customer service and front desk functions.

EMS Director Lanier Swafford said the position has performed the duties of two administrative positions since the other was frozen in 2010. Following the recently-completed wage and salary study, the administrative assistant appealed her pay grade and title to County Manager David Headley who indicated the position may have been wrongly classified. If approved, the change in grade would have cost taxpayers $7,577 annually, which the department indicated could be covered without increasing the budget.

But Commissioner Chris Gaines, who made the motion to deny, pointed the wage and salary study had come at significant cost and he felt the county should follow it’s recommendation.

By a 4-0 vote, Commissioners approved a request by Robert and Brittany Goss for a conditional use permit to allow a mobile home on property that is currently zoned Residential Agriculture (RA) on less than five acres.

Commissioners also approved a request by former Sheriff Billy Carlisle to amend a stipulation of zoning requiring a manufactured building he owns to be removed. The property is currently zoned Commercial Highway Business (CHB).

Headley received the board’s unanimous support for appointment to the Georgia Mountains Regional Commission for a one-year term.

 

Support Your Local Firefighters and Give Burns the Boot

DAWSONVILLE, Ga. – Firefighters are among the most selfless, courageous individuals in our community. Imagine, rushing into a burning building to save your life or the lives of your family members.Firefighters do that without a giving it a second thought. Today and Saturday, they are asking you to sacrifice, just a little. Not for them, but for burn victims.

As they do every year, they will be standing on the corner at several intersections in Dawson County, participating in the annual “Give Burns the Boot Drive” on behalf of the Georgia Firefighters Burn Foundation.

Monies raised help provide needed supplies and treatment for children who are burn victims, as well as camp experiences for them. Ten percent of the collection will be returned to Dawson County Emergency Services to be used for fire safety and burn prevention programs within Dawson County.

Firefighters have a special connection with burn survivors and they are passionate champions for their support so it is only logical that those who risk their lives to save others from burning buildings, would rally to the support of those seriously injured by fire.

Please don’t pass these champions by without dropping $1, $5 or $10, or even your spare change into the boot to show them you care about their sacrifices.

They will be at the Kroger Shopping Center, the intersection of Hwy. 9 and Hwy 53, North Gate at Big Canoe and the intersection of Lumpkin Campground Road and Grizle Road.

Area Businesses Reopen after Bomb Threat

DAWSONVILLE, Ga. – A bomb threat called in by phone to the Sonic Drive In on Dawsonville Highway (Hwy. 53 East) sent employees and customers scrambling and Dawson County Emergency Services personnel into action Friday afternoon.

Hwy. 53 between Ga. 400 and Dawson Forest Road was closed for two hours while authorities investigated the threat. The Dawson County Sheriff’s Office turned vehicles around at the light near the old Kroger shopping center.

Several other businesses near the restaurant were also closed from about 3:50 p.m. until about 5:50 p.m. when the restaurant was cleared.

County Set to Begin Property Revaluation Process

DAWSONVILLE, Ga. – Dawson County is about to undertake a massive property revaluation and equalization project that could take up to two years and cost more than half a million dollars. County commissioners will discuss the project during Thursday’s work session which begins at 4 p.m.

Equalization is the process of bringing about conformity to a common standard so the property of one shall not be assessed at a higher or lower percentage of its fair market value than the property of another. Some 15,000 parcels, 12,000 residential homes 1,800 commercial/industrial properties and 200 pre-bill mobile homes will be included in the project.

This will be the first time the county has contracted the work. Georgia Mass Appraisal Solutions and Services (GMASS), the only company to bid on the project, submitted a bid of $588,300.

Chairman Billy Thurmond will ask the Board to consider approval of a professional services agreement with Georgia Mountains Regional Commission (GMRC) in the amount of $1,000 to prepare and submit a Community Development Block Grant regarding Senior Center Expansion. If approved, funding would come from the Grant Fund Contingency for potential grants.

Finance Director Nancy Neikirk will ask the Board to approve a budget amendment in the amount of $869,006, most of which is related to the reimbursement the county received for the 2015 winter storm clean up ($652,994). Approximately $36,000 is related to the 2016 compensation increase approved after the 2016 budget was adopted. About $48,364 is for Risk Management’s Special One-time Return for Safety. The remainder is attributed to donations received in 2016 as well as carryover of donations from the prior year.

Other items on the agenda include:

  • Presentation of Fire House Subs and Chick-fil-A Dawsonville Fund Raising Opportunities to Support Dawson County Emergency Services;
  • Presentation of a request to surplus three fire apparatuses;
  • Presentation of Scrap Tire Storage and Disposal Draft Ordinance;
  • Presentation of Dawson County Rotary Club request to contribute handicapped accessible playground equipment for the playground at Rock Creek Park;
  • Presentation of FY2017 Legacy Link addendum;
  • Presentation of FY2018 Legacy Link contract;
  • Presentation of a revised travel policy;
  • Re-appointment of Susan Roof to the Library Board.

Commissioners do not vote on agenda items during a work session. The purpose of a work session is to discuss items that may be voted on at the next regular meeting.

DAWSONVILLE, Ga. – Dawson County Deputy Chief of Emergency Services Tim Satterfield and Gary Pichon, a member of the county’s Long Range Planning Committee and former county commissioner, were among those honored as Heroes by 9th District Congressman Doug Collins for going above and beyond the call of duty in service to their community.

“First responders represent some of the most selfless and skillful public servants I know,” said Collins. “As the son of a Georgia State Trooper, I have seen their commitment to their neighbors throughout my life, and Deputy Chief Satterfield is an example of humble service. I’m grateful that Northeast Georgia is home to such brave first responders.”

County Manager David Headley added, “Tim has risked his life and put himself in harm’s way so that others may live. He has minimized pain for others and given them comfort intheir time of need. Knowing Chief Satterfield both on the job and in his personal life, his hand is always stretched out to serve others. He is someone who has given his life to something other than himself and truly is a hero. A grateful community says congratulations and thanks to Chief Satterfield.”

Satterfield, a 41-year service veteran said he was both surprised and humbled by the honor. He began his fire service career with Clayton County in 1976. He also worked for the city of McDonough and the city of Clearwater (Florida) before coming on board with Dawson County in May 2005. Satterfield specializes in canine search and rescue and has taken part in more than 250 state- and federal-level missions. These include water search, arson, bomb disaster search and work with missing and abducted children. He is the state coordinator for the urban search and rescue team and was one of the first of 12 teams in the U.S. certified in child abduction response. His K9 unit received the Marguerite Brock Rescue Award from the Emergency Management Association of Georgia.

Pichon, was presented a copy of the Congressional Record – an official copy of a speech recently given by Collins on the floor of the House of Representatives honoring Pichon’s 3,000-mile bicycle ride across the U.S. Pichon also was given the Record Certificate of the speech.

The men were recognized at the Dawson County Republican Party meeting on Sept. 19.

In a speech on the floor of the U.S. House of Representatives in May, Collins spoke of Pichon’s coast-to-coast ride, saying “Gary set out on a mission, not for the thrill of ride, but to see what he could learn about the landscape and people of our great nation. As he mapped a course across the states, Gary soaked up the beauty of America’s cityscapes and country sides.

“In the towns that he traveled through, people were kind and ready to work. He also noted the plight of rural Americans, who are resilient and strong and often underappreciated, Mr. Speaker, I echo Mr. Pichon’s respect for the hardworking Americans who give our nation enduring character. Mr. Pichon and I call northeast Georgia home and could not ask for better neighbors in a finer nation. Gary’s ride from coast to coast serves as a reminder of the diversity that makes our nation beautiful and the unassuming kindness that fuels our nation’s endurance.”

Hazardous Material Spill Contained on Roadway

DAWSONVILLE, Ga. – A truck hauling insecticide was involved in a two-vehicle crash Friday afternoon at approximately 5 p.m. resulting in a hazardous material spill on Hwy. 53 East near the Etowah River.

A 300-gallon container came loose from the truck that was traveling downhill and struck another vehicle. Dawson County Emergency Services Deputy Chief Tim Satterfield said no injuries were reported.

Satterfield said about 30 gallons of the arsenic-based insecticide spilled onto the roadway. “It happened a couple of hundred yards away from the river and was completely contained on the road. Nothing leaked onto the roadside or into the waterway,” he said.

Satterfield credited the county’s Public Works Department for responding quickly and spreading dirt onto the spill. “They were there within 15 minutes and had a truckload of dirt ready to go.”

“We contacted the Environmental Protection Division (EPD) and they advised that a clay-based soil was best to use in the cleanup.”

Both lanes of Hwy. 53 were closed for nearly four hours.
