DAWSONVILLE, Ga. – The Etowah Water and Sewer Authority voted to replace the water main line on SR136 from Toto Creek Bridge to Chestatee Bridge and approved a lift station for Dawson Forrest Road.

Brooke Anderson, the General Manager of the Etowah Water and Sewer Authority, said that there were two projects already in place to do some repairs on the lines at Toto Creek Bridge and at Chestatee Bridge. However, the gap between the bridges on Price Road is presenting some concern.

“We didn’t really think there was an issue but here in the last few months, we have had a couple of main breaks on that section and it is starting to cause some problems,” Anderson said.

They intend to now combine this project with the current bridge replacement project.

Approximately 25,000 feet of pipe will be replaced during this project, and they approved $200,000 for the total cost of the project.

Anderson explained that many things can cause this problem to occur such as material deterioration, but the main goal is to provide a solution.

“We try to be proactive when an area becomes chronic in breaks, that way we can eliminate that issue,” Anderson said.

Another topic voted on was the Lift Station for Dawson Forrest Road.

This project would consist of two parts – an 18-inch gravity sewer and a lift station.

The total cost for both parts of the project is estimated to be around $700,750, but the cost for the lift station alone is around $390,000.

Anderson commented it could take several months to go through the procurement process of getting the project underway, and a vote was needed now if they wanted to move forward on the lift station.

“By October 1 of this year, pipe prices will have risen by 30% and lead time on pipes are up to nine months,” Anderson said.

Anderson explained that one of the overlying issues that has come up in the last year and a half is severe supply chain issues. In order to make sure they are moving forward with projects, they are having to predict and be proactive when it comes to projects or issues that arise.

 

Forsyth County to supply water to EWSA

FORSYTH COUNTY, Ga. – Etowah Water and Sewer Authority will soon have an additional source of water during times of need for the Needham Road area.

The Forsyth County Board of Commissioners agreed to provide a connection to its water system once a new intergovernmental agreement (IGA) is drafted. EWSA has had an agreement with Forsyth County for two decades to provide water connections at Blue Ridge Overlook and Govan Road. But the agreement has been amended four times and county attorneys decided it would be best to draft a new agreement.

Forsyth County Interim Water and Sewer Director Barry Lucas said, “It goes along with what the state wants us to do; connect with other systems. An Act by the General Assembly in 2010 required systems to interconnect so they can help each other out during times of need.

Forsyth County is under contract to purchase water from the City of Cumming. “Our agreement with the City recognizes this connection with EWSA,” said Lucas.

BOC will consider employee compensation study Thursday

DAWSONVILLE, Ga. – The Dawson County Board of Commissioners will hold a 4 p.m. work session Thursday (Dec. 5) in the Dawson County Government Center Assembly Room, 25 Justice Way in Dawsonville, followed by a voting session at 6 p.m.

During the 6 p.m. voting session Dr. Donald Long of the Management Advisory Group will present the final results of a Compensation and Classification Study conducted for the Board of Commissioners.

The study found that of the 332 employees covered in the study that 119 receive compensation that is below the proposed market minimum. It also found that if a full-range of equity adjustments are implemented that compensation would increase for 219.

The study offered three options for the Board’s consideration.

In option 1, the estimated annualized cost calculation at 100 percent of the market average would cost $917,180.

Option 2, the estimated annualized cost calculation at 105 percent of the market average would be $1,434,592.

Option 3, the estimated annualized cost calculation at 110 percent of market average would be $2,054,061

Leslie Clark of the Dawson County Library System will seek direction from the Board on how to access impact fee funds to purchase new materials for the main library and the Library Annex.

Commissioners also are expected to vote on an application for an alcohol license for the retail package sale of beer and wine for Uk Thakar.

During the 4 p.m. work session, commissioners will hear a proposal from Brooke Anderson, General Manager of the Etowah Water and Sewer Authority (EWSA) regarding its proposal to sell 300 acres of land at the corner of Hwy. 9 and Dawson Forest Road.

EWSA, which entered into an intergovernmental agreement (IGA) with the county concerning the disposition of the land, approved a purchase contract with DR Horton at its Board meeting on Nov.14, Per the IGA, the Authority will present the recommended proposal to the Board of Commissioners for final approval.

Public Defender Brad Morris will request approval of the FY 2020 IGA between Dawson and Hall counties. The counties have shared the cost of two employees of the public defender’s office since 2005.  The cost to Dawson County is $83,563.20 and the amount has been approved in the 2020 budget.

Public Relations Specialist Laura Fulcher and Planning Director Jameson Kinley will ask the Board to consider the purchase of Zencity, a data-driven decision making tool for local government that reportedly gathers feedback from citizens to help commissioners better understand the concerns of citizens in order to make more informed decisions. The cost is $18,000 for the first 12 months of service.

Family Connection Coordinator Nancy Stites will present a Dawson County Community Partnership, Inc./Family Connection fiscal agent request to the Board. Family Connection coordinates programs such as mentoring, school-based health clinics, Stewards of Children training and underage drinking prevention.

The Board will also consider the appointment of Tom Camp or Tim Goodyear to the Board of Tax Assessors.

Commissioners also will discuss the appointment of a vice chairman of the Board of Commissioners for 2020 and a revision of the Dawson County Employee Handbook

BOC approves variance for Landbridge Development

DAWSONVILLE, Ga. – The big news coming out of Thursday’s Board of Commissioners meeting was the decision to table the controversial Dawson Village Partners project for 30 days. But there were other important votes as well.

Commissioners unanimously approved Landbridge Development, LLC’s request for a variance to the land use resolution that would allow the county to construct 16 apartments in each of five apartment buildings that will be located on 14.28 acres at 65 North Center Lane. The Planning Commission recommended denial because the land use resolution allows for only 12 apartments per building.

The Board also unanimously approved a request by the Etowah Water and Sewer Authority to rezone 304 acres from Residential Agriculture to Residential Planned Community to allow for the development of 288 residential units.

In a 3-2 decision, with Chris Gaines and Tim Satterfield opposed, commissioners approved Jerry Fouts’ request to rezone 8.89 acres from Residential Agriculture to Commercial Highway Business to allow for construction of 48 mini storage facilities. The approval carried with it several stipulations, including that two existing outbuildings be removed within 60 days.

In other Board decisions, commissioners:

Approved updates to the Land Use Resolution;

Approved a contract with CT Darnell Construction for design/build services for Fire Station No 9 with community center not to exceed $1,736,271;

Approved a contract for on-call, full-depth reclamation services with ShepCo Paving, Inc. at a cost of $6.25 per square yard for 10” cement reclaimed base; $152.00 per ton for Portland Cement; $6 per square yard to haul-off excess material, if required. The lump sum for traffic control/mobilization will vary for each job.

Approved acceptance of the Rotary Club donation of a venue that would house outdoor pickleball courts, batting cages, and an outdoor basketball area. Presently, Rock Creek has an outdoor basketball court area that would be transformed into the new venue.

Tabled a vote on the transfer of facility responsibilities of Fire Station 2 community room to the Library;

Approved the disposition of several county-owned properties by sealed bid.

Commissioners meet Thursday at 4 p.m. and 6 p.m

DAWSONVILLE, Ga. – The Dawson County Board of Commissioners have another busy schedule Thursday with the work session at 4 p.m., followed by a voting session at 6 p.m.

During the work session, commissioners will hear a request from Emergency Services Director Danny Thompson for a Memorandum of Understanding (MOU) with Lumpkin County concerning Emergency Radio use.

Senior Services Director Dawn Pruett will present addendum number 1 for the FY 2020 Legacy Link Contract for Nutrition Program Services.

Purchasing Manager Melissa Hawk will ask the Board to consider a replacement for her department’s copier.

Planning and Development Director Jameson Kinley will present a discussion of impact fees.

County Clerk Kristen Cloud will give a presentation of the Board of Commissioners meeting schedule.

Commissioners will consider the reappointment of Nancy Stites to the Department of Family and Children Services Board.

Board Chairman will present the proposed FY 2020 budget for discussion.

During the 6 p.m. voting session, commissioners will present a certificate of recognition to Boy Scout Troop 422 and Blake Wood for their Eagle Scout project.

Development Authority Chairman Brian Trapnell will give an update on the Development Authority activity.

There will be several rezoning requests for the Board to rule on.Jan Butterworth has requested the rezoning of 10.3 acres located at Holcomb Road from RA (Residential Agriculture) to RSR (Residential Sub-Rural). The purpose is to subdivide the land in order to gift 4 acres to her child.

Jim King on behalf of Charles Turner request has requested the rezoning of TMP 107-319-007 from CPCD (Commercial Planned Community Development) to CHB (Commercial Highway Business).

The law firm of Miles, Hansford and Tallant, LLC has requested the rezoning of property located at the northeast intersection of Price Road and Toto Creek Park Road from RSR (Residential Sub-Rural) and CHB (Commercial Highway Business) to CHB (Commercial Highway ) for the purpose of construction of a boat, RV and vehicle storage facility.

Commissioners will also hold the first and only public hearing on a proposed county vape shop ordinance.

The Board will get an update on the Land Use Resolution Fee Schedule that was tabled at the Sept. 5 meeting.

 The Etowah Water and Sewer Authority has extended service on several secondary roads in Dawson County — Herman Sosebee, Overlook Circle and Cleve Wright Road. Due to the reconfiguration of the Highway 9 and Dawson Forest Road project, a hydrant will be placed between the two roundabouts. There will be a line upgrade to 12 inch going from Perimeter Road to Highway 9 South and terminating in front of the new subdivision.

Thompson will ask commissioners for funding in the amount of $27,092 for the proposed addition of eight new fire hydrants in the above listed service delivery areas.

Board of Commissioners will hold rare Tuesday meeting

DAWSONVILLE, Ga. – Etowah Water and Sewer Authority General Manager Brooke Anderson will bring some welcome news to the Dawson County Board of Commissioners work session Tuesday (July 2). The meeting begins at 4 p.m. in the Government Center.

In an effort to support the expanding opportunities offered to the senior citizens of Dawson County, Anderson will offer a $10,000 donation on behalf of Etowah Water & Sewer Authority toward the construction of the new senior center.

Dawson County Sheriff Jeff Johnson will appear before the board to request a pay raise for his staff. The sheriff says his office struggles with staffing, recruitment and retention.

Dawn Pruitt will request commissioners approve the 2020 contract with Deanna Specialty Transportation, Inc. for senior center rides. Deanna contracts with the Department of Human Services to oversee funding and reimburses the county. Reimbursement rates: Regular ($7.75), Wheelchair ($11.75), Hourly ($35) and Daily Field Trips ($200).

The Board will also consider the appointment of Carroll L. Turner to the Library Board.

Dawson County salutes veterans on Veterans Day

DAWSONVILLE, Ga. — The Dawson County Veterans Administration Office honored veterans and active duty military personnel Monday and they included the county’s fire department and emergency personnel in the festivities.

The all-day event started with a luncheon at Dawson County Junior High. Lunch was served courtesy of the Etowah Water and Sewer Authority.

A large parade led by the Dawson County High School Tigers Pride Marching Band moved out from the junior high at 3 p.m. and proceeded down an American-flag lined Hwy. 9. Ninth District American Legion Commander Thomas Hineline served as Grand Marshal.

U.S. Navy veteran Don Roberson was honored as Veteran of the Year and Marine Corps veteran Ben Overstreet was honored for his service to our nation during World War II.

Other groups who marched or rode to honor veterans included Dawson County High School JROTC and Girl Scout Troop 10618.

County Will Get 65 “Gently Used” Voting Machines

DAWSONVILLE, Ga. – The county’s aging voting machines are about to be replaced. The machines have been in use for 16 years and can no longer be repaired. Commissioners voted Thursday to buy 65 machines from San Diego County at a cost of $39,194.90.

San Diego’s machines have only been used once but, because their future elections will be done by paper ballots, county officials need to sell the “gently used” machines. Elections Supervisor Glenda Ferguson felt this was a good opportunity to buy replacement machines at a discount.

Commissioners also voted unanimously to accept the county audit performed by Rushton and Company that shows the county’s General Fund revenue increased by 5.41 percent from $21,054,087 in 2015 to $22,183,220 last year. At the same time expenditures rose by 6.73 percent from $20,186,557 to $21,734,253. Sales tax accounted for 40.86 percent of 2015 revenue while property taxes generated 32.3 percent.

The county has maintained a very healthy fund balance of $5,102,625 or 24.6 percent of expenditures. The Association of County Commissioners Georgia recommends not less than 15 percent.

Commissioners also approved a Parks and Recreation request for $29,966 to purchase a LED message board at the entrance to Veterans Memorial Park and Senior Services. The project came in under budget.

The Magistrate Court is asking commissioners to add $1,000 to the current budget to pay for federally mandated interpreters. The amount budgeted for 2017 was expended in June.

Commissioners agreed to renew a contract with the Bank of the Ozarks for a joint project with Etowah Water and Sewer Authority (EWSA). The county approved the financing arrangement in 1998 to provide a sanitary sewer facility to serve the Georgia 400 retail/outlet. The loan has been paid down to about $1.4 million and the current note is now due. Though the note is in the name of EWSA, the County has indirect liability on the note.

Commissioners selected County Manager David Bearden, County Attorney Lynn Frey and County Clerk Danielle Yarborough to serve on a committee that will study the commissioners’ compensation, something that has not been done in 12 years.

The board declined a request to separate code compliancy and enforcement from the Planning and Zoning Department as requested.

Allen Ferg and Peter Thomas were appointed to the Dawson County Library Board. Their terms will run through 2021.

Randy Harris was appointed to serve a one-year term on the Industrial Building Authority Board.

The board went into executive session to discuss a legal matter. Following the executive session, the board heard a summary from the county attorney of the parties and significant terms of a proposed Consent Order in the case of Dawson Forest Holdings LLC against Dawson County and its commissioners.  Following that session, the BOC voted affirmatively on a motion to approve execution of the Consent Order and presentation of it to the Superior Court.

The audit will show that the county’s General Fund revenue increased by 5.41 percent from 21,054,087 in 2015 to $22,183,220. At the same time expenditures rose by 6.73 percent from $20,186,557 to $21,734,253. Sales tax accounted for 40.86 percent of last year’s revenue while property taxes generated 32.3 percent.

The county has maintained a very healthy fund balance of $5,102,625 or 24.6 percent of expenditures. The Association of County Commissioners Georgia recommends not less than 15 percent.

New Commissioner’s Top Priority is Improved High-Speed Cable Access

DAWSONVILLE, Ga. — When Chris Gaines is sworn in on Dec. 22nd, he will bring a strong record of public service to the Dawson County Board of Commissioners.

A graduate of North Georgia College and State University with a degree in Business Management, Gaines has been a Dawsonville City Councilman, a member of the Board of Directors for the Dawson County Chamber of Commerce, a founder of Boy Scouts of America Troop 422 as well as a member of the Lion’s Club and the Jaycees.

Gaines has laid the groundwork for his first year in office by attending meetings of Georgia’s Joint High Speed Broadband Communications Committee throughout the state.

“My first priority will be to expand our fiber optic network and bring more options for high speed internet connectivity to our homes, schools and businesses,” he said.

As a former City Councilman, Gaines believes he can help strengthen the relationship between city and county government and the Etowah Water and Sewer Authority.

“I’d like for us to begin holding meetings in order to end some of the power struggles we have seen,” he said. “We won’t agree on all things but at least we can communicate in a spirit of cooperation.”

Gaines said the Board of Commissioners has done a great job, considering the economy they have had to work with the past few years and he credits county employees for their contributions.

“Our county employees are our No. 1 asset,” he said. “We need to listen to our employees more and develop good two-way communications. They have developed a culture of excellence across all departments.

Gaines is well aware of the growth spurt that is headed for Dawson County and says the county has to be prepared for it.

The key to good quality growth, he said, is a viable land use plan developed with a lot of input from our citizens. “We have a need for entry-level housing for our service employees, teachers, police and firefighters. We must balance the type of growth we need with the quality of life we all want.”

 

Water Authority to Replace Broken Water Main on Hwy. 53

DAWSONVILLE, Ga. – The Etowah Water and Sewer Authority (EWSA) Board of Directors unanimously approved the replacement of a water main at Hwy. 53 where it crosses Lake Lanier near War Hill Park and Dawson Forest Road at a cost of $68,500 during its monthly meeting Tuesday.

EWSA General Manager Brooke Anderson said, “It has broken twice in the last month. It’s a problem and we want to get it fixed to serve our customers better.”

He added that the problem is caused by the combination of age, materials and placement. “It was installed many years ago on a rock bedding and typically, they don’t do that. Also, they used PVC piping.”

The Board also approved long-term monitoring and annual reporting of the Lake Altoona/Upper Etowah Watershed Protection Plan at a cost of $150,000 for two years, which includes the use of USGS gauges.

The Georgia Environmental Protection Division (EPD) requires the Authority to monitor streams in its watershed, including the Amicalola and Etowah rivers, for different chemicals and the impact on aquatic life.

The Board also unanimously approved the 2016 audit report to be performed by Rushton & Company, an accounting and business consulting firm that is in the final year of its five-year contract with the Authority, at a cost of $22,055 for one year. The five-year contract is expected to cost $23,000 for years one through three and $23,000 for years four and five.

Pigeon Creek Residents Want Out of City Water Service

DAWSONVILLE — After years of complaining about discolored and foul-smelling water coming from a City of Dawsonville well and repeated efforts by the city to fix the problem, Pigeon Creek homeowners have had enough.

At Monday’s City Council meeting, Jim Watson presented a petition signed by about a dozen Pigeon Creek homeowners requesting they be allowed to contract with Etowah Water and Sewer Authority to provide their water.

In summing up their position, developer Kevin Smith said, “The water the City of Dawsonville supplies still has some issues with smell and with the way it reacts with hot water heaters. The water is destroying the anode rods and many of the hot water heaters in the subdivision have had to be replaced.”

Pigeon Creek was within Etowah’s service boundary when it was developed but Etowah did not have a water line running from Shoal Creek Road so residents requested to be in the city’s water service area and the city agreed.

Now that the subdivision is in that service area, City Councilman Caleb Phillips said council would have to vote on allowing it to contract with Etowah.

“I’m not saying we wouldn’t agree to it but it will have to come to a vote,” he said.

Phillips pointed out that the city had thousands of dollars invested in building a well in the subdivision and the only way to recoup taxpayer money was by continuing to sell water to the residents.

Commissioners Approve Canopy Design for Government Center

DAWSONVILLE, Ga. — Dawson County Commissioners approved the design for a new canopy to protect visitors to the Government Center during inclement weather, amended the county’s smoking ordinance and adopted a vacant and burned structure ordinance during Thursday’s voting session.

Commissioners chose Option 3 with a revision to be determined later for the canopy that will stretch from the handicap parking area at the rear of the facility to the front entrance. Approval was for the Rosser design only and the bid contract will still need to be approved. The canopy has a price tag between $167,300 to $270,228 depending on the options the Board chooses.

The new ordinance defines vacant commercial structures as those that have been unoccupied for 90 days and requires they be maintained in good repair.

The owner of a partially burned structure has 30 days after the completion of an investigation by the Fire Department and law enforcement or insurer to remove all refuse, debris and charred or partially burned material. If the structure is burned to an extent that can’t be repaired, the owner has 60 days to remove the remaining portion of the building. Penalty for violation of the ordinance is not less than $250 per day nor more than $1,000 per day. Each day that the violation continues after due notice is given is a separate violation.

Commissioners also amended the county smoking ordinance to read: No person shall smoke tobacco products or use electronic cigarettes or vape products on property owned, leased or operated by Dawson County.

In other action, commissioners:
⦁ Approved a request by Casey and Constance Tatum to rezone five acres from Residential Sub-Rural Manufactured/Moved to Residential Agriculture
⦁ Approved the 2016 Arbor Day Proclamation;
⦁ Tabled re-cosideration of a bid to replace the county’s servers until the May 5 meeting;
⦁ Approved a budget amendment for the District Attorney’s office to cover the expense of a murder trial;
⦁ Scheduled public hearings for consideration of the 2016 Land Use Plan for May 17, 2016 and May 19, 2016;
⦁ Approved the surplus list of 2016 vehicles and equipment;
⦁ Approved naming an unnamed county creek Logan Creek;
⦁ Approved an Etowah Water and Sewer agreement to allow residents to grow crops on property owned by that entity;
⦁ Approved a request by the Clerk of Courts Office to allow a budget amendment to cover a legal settlement in the amount of $4,950;
⦁ Appointed Charlie Auvermann to the Joint Development Authority Board.

All votes were 3-0 with Commissioner Sharon Fausett absent.
