CPA firm Rushton Company declares Dawson County is in good financial shape

DAWSONVILLE, Ga. – Chris Hollifield of the certified public accounting firm of Rushton Company presented the results of the firm’s 2017 audit during Thursday’s Dawson County Board of Commissioners work session and declared the county to be in “good financial shape.”
Highlights of the audit included these statements:
- Government assets exceed liabilities at the close of the fiscal year by $86.8 million
- Government’s financial position improved during 2017;
- At the end of the fiscal year, the total fund balance was $8.2 million or 36 percent of total general fund expenditures including transfers to other funds. Fund balance increased by $767,000;
- Government’s total indebtedness decreased by $96,000.
Expenditures by function showed Public Safety at 44 percent, followed by Public Works 17 percent and General Government 17 percent.
Dawson County Emergency Services Deputy Chief Danny Speaks requested Board approval to apply for a Georgia Trauma Commission Grant used to reimburse 911 agencies for the purchase of trauma related equipment used to equip 911 ambulances.
Fleet Maintenance Director Shannon Harben asked commissioners to approve the disposal of four heating and air conditioning units at the Detention Center. He also presented a list of other county-owned items to be placed into the 2018 GovDeals Surplus Sale.
Public Works Director David McKee gave a presentation on the proposed Fleet Maintenance/Public Works Complex with a recommendation the design/build contract be awarded to Charles Black Construction for an amount not to exceed $2,644,127. Four evaluations were received and reviewed for technical responses to establish a high-score prosper and Charles Black received the highest score.
Planning and Development Director Jason Streetman presented a Special Event Business License Application for Carol Stream Amusement Inc. to operate a carnival in the front parking lot of North Georgia Premium Outlet Mall from June 28 through July 15 between the hours of 7 p.m. and 11 p.m.
Streetman also presented the site plan for John Megel Chevrolet to construct a used car lot on its property which was required by a zoning stipulation.
The Board also will consider the proposed 2018 Land Use District Map presented by Streetman and the reappointment of Joey Bearden to the Department of Family and Children Services.
Items discussed during work sessions are generally voted on during the next regular meeting.

Dawson commissioners to hear multiple annexation requests

DAWSONVILLE, Ga. – Multiple requests for annexation into the city of Dawsonville are expected to be voted on when the Dawson County Board of Commissioners meets Thursday at 6 p.m.
The Dawsonville City Council has notified commissioners that the owners of several single-family dwellings on Gold Bullion Drive in the Gold Creek subdivision have petitioned the city for annexation. County Planning and Development Director Jason Streetman will present those requests to commissioners.
Dwarkesh Inc. has appealed an administrative setback variance granted by the county Planning Commission to allow a gas canopy to be placed closer than the distance required by zoning regulations, requiring the commissioners to issue a final ruling.
Norkrot Financial Inc. has requested the rezoning of 46.73 acres from Residential Agriculture (RA) to Residential Sub-Rural (RSR) to build a 30-lot single-family residential community.
Bill Ross, with Ross & Associates, will present a final draft of his Impact Fee Methodology Report to the board. A question came up during last week’s work session regarding impact fees being charged by other jurisdictions.
Ross has prepared a table showing comparisons of impact fees being charged in jurisdictions north of Atlanta and near Dawson County.
Included in the table are fees charged to single-family homes and typical development projects such as an apartment complex, a supermarket and a general office building. Ross says as a general rule, the jurisdictions in his study indicate they charge 3 percent of each fee.
Public Works Director David McKee will be back before the commissioners to seek approval for a professional services contract with Southeastern Engineering, Inc. for the design of a replacement for the Blacks Mill Creek Bridge. The bridge has been closed since last August 2017.
The county’s contract with Northwestern Benefits to monitor the insurance market for pricing trends for negotiating insurance costs for employee and county premiums has expired, and all renewals will expire on Feb. 28 and the county had received bids from other firms to provide the service. Staff recommends commissioners approve a contract with ShawHankins.

Board of Commissioners overturns setback variance approval

DAWSONVILLE, Ga. – In a rare occurrence Thursday, the Dawson County Board of Commissioners reversed a decision by Planning and Development Director Jason Streetman to grant a setback variance for a convenience store located at the intersection of Hwy. 53 and War Hill Park Road.
Business owner Dipikaben Patel requested a 10-foot front setback variance along Hwy. 53 and a five-foot side variance along War Hill Road to allow the construction of a gas tank canopy. Streetman granted the variance, but several area residents spoke in opposition to the variance at the appeal during Thursday’s meeting and Commissioners Jimmy Hamby, Julie Nix and Sharon Fausett voted to deny it.
Hamby questioned why the owner couldn’t extend a canopy closer to the store rather than the right of way. An engineer speaking on behalf of the owner said it would be impractical since it would limit available parking space.
Speaking in opposition to the variance, Brandon Bennett said, “We do not need to have a traffic burden added to this dangerous intersection.” Bennett said the only way into the parcel is off Hwy. 53 and the only way out is onto War Hill Park Road. “We do not need a tractor trailer (carrying fuel) having to turn around at War Hill when the federal government won’t even let a fuel truck come down War Hill Road to fuel a helicopter for the Rangers.”
Also, commissioners approved a request by Brodie Allred, speaking on behalf of Norkot Financial, Inc. to rezone 46.73 acres on Moss Road from Residential Agriculture (RA) to Residential Sub-Rural (RSR) for a 30-lot single-family residential community. The vote was 3-1 with Fausett opposed.
The board took no action on several requests by residents of the Gold Creek community to have their property annexed into the city of Dawsonville, leaving the decision in the hands of the city, which is scheduled to hear the requests during the March meeting.
Commissioners unanimously approved a contract with SEI, Inc. to design the Blacks Mill Bridge replacement at a cost of $33,700 and the appointment of Angelia Brown to the Avita Community Partners.

BOC Considers Purchase of Fire Hydrants on Kilough Church Road

DAWSONVILLE, Ga. — During Thursday’s work session, the Dawson County Board of Commissioners listened to a series of presentations including one from Emergency Services Director Lanier Swafford regarding the installation of seven fire hydrants along Kilough Church Road at a cost of $27,755.
If approved, the fire hydrants would be installed in conjunction with an Etowah Water and Sewer Authority project starting just below Kilough Elementary School.
Planning Director Jason Streetman asked commissioners to consider approving the annual Bootlegger/Five Star, an endurance triathlon event on Sept. 10 from 8 a.m. until 10 p.m. The event would start at Veterans Memorial Park. The bike riding portion would continue from the park to Lumpkin County along Hwy. 9. Riders would then return to the park along the same route. Public safety has been arranged and volunteers plan to help with safety and traffic control along the way.

Streetman also presented a request for commissioners to approve a special event alcohol permit for a Business After Hours event planned by the Dawson County Chamber of Commerce to be held at Northside Hospital on Dawson Drive.
Stormwater Manager Robbie Irvin informed commissioners that the state has modified its soil erosion ordinance regarding the definition of “final stabilization” and the planting of certain grasses to aid in the prevention of soil erosion. Irvin said when the state changes its ordinance the county is required by law to change its ordinance so that it matches that of the state.
Senior Services Director Dawn Pruitt asked commissioners to approve the Senior Center’s annual handcrafted quilt raffle to begin in late October or early November. Proceeds from the event will go to purchase presents for the center’s senior clients.

Pruitt also asked for approval of the senior center’s transportation contract with Deanna Specialty Transportation, a subcontractor for the Department of Human Services. The contract provides for trips for seniors to and from the center as well as transportation to doctor’s appointments, etc.
County Attorney Lynn Frey asked commissioners to approve a quit claim deed for Lots 38 and 41 in Charles Martin Subdivision. Frey pointed out that a couple wanted to purchase those lots and in doing the research, he discovered the old plat erroneously shows the front portion of the lots are in the Dawson County right of way. He asked for the quit claim deed to show the county has no claim to the lots.

Commissioners to Revisit Impact Fee Program

DAWSONVILLE, Ga. – The Dawson County Board of Commissioners will have a full slate of issues to decide during Thursday’s regular session which begins at 6 p.m.
Bill Ross of Ross and Associates will give a presentation on what Planning and Development Director Jason Streetman calls a “complete re-write” of the county’s development impact fee program. The process, Streetman said, will involve preparation of a new Impact Fee Methodology Report, a new Capital Improvements Element, an updated Fee Schedule, possible update of the Impact Fee Ordinance, modernization of the computer assessment program and a revised Administrative Procedures Manual.
Under the Georgia Development Impact Fee Act (DIFA) local governments may impose fees on developers to help finance the expansion of their infrastructure systems.
Commissioners will also decide on a request by Chief Tax Appraiser Kurt Tangel to spend $588,300 on a county-wide property revaluation that is expected to take up to two years. The last revaluation was done by county staff in 2006 which led Commissioner Julie Nix to ask why it could not be done in house again.
Tangel said due to the growth in the county since 2006, it could take his staff up to five years to complete. “The staff we have is just trying to keep up with what we have now,” he said.
The project was sent out for bids, but GMASS was the sole bidder, something that troubled Commissioner Jimmy Hamby. “Just having one bid is what concerns me,” Hamby said. “We don’t have anything to compare it to.”
But Tangel blamed the lack of bids on the fact that many companies that do property valuations are located in south Georgia and they may have felt that they would not be competitive after adding travel, overnight hotel accommodation and meals to a project that could take two years to complete.
The county has 15,000 parcels, 200 pre-bill mobile homes, 1,800 commercial/industrial improvements and 12,000 residential homes.
Commissioners will hold the first of two public hearings on forward on an updated Environmental Health Fee Schedule.
There will be two zoning requests for commissioners to decide.
Steele Buffalo Butchery is requesting a special use permit to allow butchering, processing and slaughtering of naturally processed products on its property located on Harmony Church Road (Hwy. 136) five miles east of Ga. 400.
Commissioners must also vote on a request by Richard Bourgeois to rezone seven acres from Residential Suburban to Residential Agriculture to allow for greater agricultural uses on seven acres located on Grizzle Road near the intersection of East Windsor Way.
Other issues set to be decided include:
- Consideration of Fire House Subs and Chick-fil-A Dawsonville Fund Raising Opportunities to Support Dawson County Emergency Services;
- Consideration of a request to surplus three fire apparatuses;
- Consideration to move forward with Public Hearings on June 1, 2017 and June 15, 2017 regarding the Scrap Tire Storage and Disposal Draft Ordinance;
- Consideration of Dawson County Rotary Club request to contribute handicapped accessible playground equipment for the playground at Rock Creek Park;
- Consideration of FY2017 Legacy Link Addendum #2;
- Consideration of FY2018 Legacy Link Contract;
- Consideration of Proposed Revised Travel Policy;
- Consideration of 2016 Budget Amendments;
- Consideration of Contract with GMRC Regarding Community Development Block Grant Application Services for Senior Center Expansion;
- Consideration of the re-appointment of Susan Roof to the Library Board.
County LOST/SPLOST Collections up 18 Percent

DAWSONVILLE, Ga. – In his report to the Dawson County Board of Commissioners during Thursday’s work session, County Manager David Headley said SPLOST and LOST collections are up 18.03 percent compared to last year. Revenue collected from the Special Purpose Local Option Tax reached $698,736 in August, about 14 percent over its projection. Local Option Sales Tax revenue reached $614,883.
Headley also reported the number of building permits issued in August increased by about 50 percent to 42. There were 22 Single-family permits issued, 11 more than in July. The county also issued 172 business licenses last month and 1,407 for the year.
David McKee, President of KARE for Kids, asked that commissioners once again grant permission to use the county parking areas during the upcoming 50th annual Mountain Moonshine Festival (Oct. 27-29) in order to raise funds for needy children in Dawson County.
McKee proposed charging a $10 parking fee per vehicle as has been done in previous year. McKee said several county organizations have agreed to staff the lots and collect fees. KARE for Kids, Inc. is a 501(C)(3) organization and is fully insured.
McKee, who is also Dawson County Public Works Director, asked the Board to consider amending a contract it made last May for road improvements to Tanner Road, Kelly Bridge Road and Steve Tate Highway as part of the SPLOST VI project list. An alternate project for Thompson Road was not awarded at the time due to a lack of funds. However, McKee said current SPLOST VI revenue allows for the addition of Thompson Road to the project.
McKee said that C.W. Matthews Contracting Co., Inc., is not obligated to complete the amended scope of work, but had agreed to do so at the cost submitted previously ($925,899.20).
Planning and Development Director Jason Streetman asked the board to cancel the contract approved in 2016 to provide development overlay for the Ga. 400 corridor from Hwy. 53 to the Forsyth County line.
The GA. 400 overlay as approved covers a large swath of Hwy. 53 within its boundaries but leaves an area of approximately eight-tenths-of-a-mile out of the overlay. Streetman said his staff had identified several parcels of land that should be included in the overlay.
He said with the Board’s approval his staff is ready to move forward with a timeline of dates for open houses, planning commission meetings, etc.
The cost for the project is expected to be approximately $45,000 and Streetman the cost could be absorbed within his department’s existing budget.
Dawson BOC meets in rare Tuesday work session

Board meetings are usually held on Thursdays, but this meeting was moved because this Thursday is Thanksgiving
Dawson County Commissioners have a busy agenda on tap for Tuesday’s work session.
Board appointments for 2018, grant applications, an intergovernmental agreement for municipal elections with the city of Dawsonville and several funding requests will command much of the commissioners’ time.
Commissioners will consider the reappointment of Ricky Rexroat and Lanier Swafford to the EMS Advisory Council Board, Dr. Larry Anderson and Elaine Maple to the Health Board and Chad Cofield to the Parks and Recreation Board.
Judge Lindsay Burton will ask commissioners to consider additional funds for the Juvenile Court, and Public Works Director David McKee will request funding for the Lumpkin Campground Concept Improvement Plan.
Grant applications to be considered Tuesday include a FM Global Insurance Company Fire Prevention Grant Application, a Georgia Forestry Commission 50/50 Grant Application, a Department of Public Health Occupation Safety Seat Grant and an ACCG Summer Georgia Counties Internship Program (GCIP) Grant application.
Planning and Development Director Jason Streetman will present a Special Event Alcohol Permit Application by the Dawson County Chamber of Commerce for a Business After Hours at United Community Bank on Dec. 14.
McKee will also present a request to abandon the portion of Powell Rd. between Amicalola Church Rd. and Colly Lane.
These agenda items are expected to be voted on at the next regular meeting of the Board of Commissioners.
BOC to Discuss Grant for Road Improvement

DAWSONVILLE, Ga. — Acceptance of a federal grant for road repairs will be a key topic of discussion when the Dawson County Board of Commissioners meets in a work session at 4 p.m. Thursday in the Government Center Assembly Room.
Public Works Director David McKee will ask commissioners for permission to apply for the Local Maintenance Improvement Grant (LMIG) from the State Motor Fuel Tax collections. The grant requires a match of 30 percent. This year the amount allotted to Dawson County is $413,739.21. With Dawson County’s 30 percent match of $124,121.76, the total budget for 2018 LMIG projects is $537,860.97.
McKee said the funds will be utilized to repair the following roads: A.T. Moore, Mt. Vernon, Pelican Court, Biscayne Dr. Keys Court, Sandcastle Ct. Bay Drive, Harbour Drive and Seabreeze Way.
Senior Services Director Dawn Pruett will present a continuous grant application for the Board’s approval. The grant is with the Federal Transportation Administration (FTA) and Georgia Department of Transportation (GDOT) to provide public transportation for Dawson County citizens.
If approved, the grant will continue to pay a 50 percent match with federal and state funding for administrative and operating budget.
There will be departmental reports, including one by Director of Planning and Development Jason Streetman that shows total building permits issued in October rose by 14.2 percent to 40 over the previous month. Construction of single-family new homes rose by 5.8 percent increase.
Streetman’s report shows a strong uptick in zoning applications and meetings with developers to discuss large projects. His prediction is that 2018 is going to be extremely busy.

Road Repair Projects Could Begin as Early as May 1

DAWSONVILLE, Ga. – Several new road improvement projects are about to begin in Dawson County, pending approval by the Board of Commissioners.
During Tuesday’s work session, Public Works Director David McKee requested approval of a contract with CW Mathews for rehabilitation projects on Tanner Road, Kelly Bridge Road and Steve Tate Highway as part of the SPLOST VI project list for Fiscal Year 2017.
Matthews was the low bidder with a bid of $4,663,404.16. If approved, the work is expected to begin May 1 with a completion date of Sept. 30, weather permitting.
McKee also asked the Board to approve $449,079.91, the cost to complete the final SPLOST V projects which included the renovation of the historic Court House, Demolition of the old jail, roof repairs on the Sheriff’s office and E-911 console upgrades.
Environmental Health Specialist Bill Ringle told the Board the department has not had a fee increase since 2009 and he asked the Board to consider several increases including the fee for residential septic tank permit for a home of five bedrooms or more from $300 to $400, a new engineered site plan review for an individual lot of $100, plus increased fees food service permits for venues of 101 or more seats from $200 to $300 and a new food service site-pre purchase permit of $100.
Commissioners previously approved the purchase of nine (9) replacement vehicles in the 2017 Capital Improvement Budget for county-owned vehicles with at least 150,000 miles or 10 years of age. Tuesday, Fleet Services Manager Shannon Harben asked the Board to approve the low bids of Allan Vigil Ford Lincoln for a total of $50,188 and IKO Business Group of $192,610.
Planning and Development Director Jason Streetman presented a special use business license application for the Cinco de Mayo celebration on May 5 and the Chamber of Commerce Farmers Market.
The Farmers Market application will be vote on during a special called meeting Thursday at 11:30 a.m. All other requests will be voted on at the next regular meeting.
Personnel Issues Top County Commission Agenda

DAWSONVILLE, Ga. — The Dawson County Board of Commissioners will meet in the County Government Center Assembly Room at 6 p.m. today.
Commissioners will vote on several personnel issues.
Planning and Development Director Jason Streetman has requested the Board allow him to hire an administrative assistant and an additional building inspector to help keep up with the increased work flow in that department.
Streetman said the administrative assistant is needed to answer phones, greet the public, accept and key in permits, schedule inspections, order supplies, process and review business and alcohol licenses and process excise taxes. The position would have a salary of $32,951 with benefits valued at approximately $19,049.
Commissioners are also expected to vote on an amendment to the planning and development budget of $55,000 that would allow the hiring of a building inspector. The proposed salary would be $36,558.00.
A third personnel issue is the proposal to increase the annual compensation for the county clerk position from $5,000 to $10,000. Historically the County Clerk position has been a full-time position, but since 2012, it has been combined with other full-time positions. The recent salary study recommended a minimum salary of $38,962 for a full-time County Clerk position. The current part-time pay is $5,000 annually.
Commissioners will also hear a couple of presentations Betty Ann Bagley will give a presentation regarding services provided by the Senior Center. Frank Riley’s presentation on the Georgia Resource Conservation and Development.
A second public hearing will be held on the annual adoption of the proposed 2017 land use map.
An application by the Extension Office for permission to hold a parade and assembly in the parking lot of the courthouse for the purpose of administering rabies shots to family pets will also require Board approval. The pets will not be loose on the grounds. The shots are administered while pets stay in the vehicle. If approved, the event will be held on Saturday, 4/22/17 from 10am to 1pm.
BOC Hears Request for New Staffer in Planning Dept.
News April 14, 2017DAWSONVILLE, Ga. – With a 41 percent increase in traffic in the last year and a 32 percent increase in revenue since the workload in the Dawson County Planning and Development Department is outpacing its staff.
“I have folks coming in early and staying late and the touch part is I have to comp that these folks back with time off and leaving early since there is no money in the budget for overtime,” Streetman said.
“I want to make it clear that this would not be my personal administrative assistant. This person would answer phones, greet customers, process building permits and business licenses, schedule inspections, process special event requests, respond to citizens’ concerns and coordinate planning commission meetings.”
Streetman also asked permission for the Extension Office to host a rabies clinic in the courthouse parking lot on Saturday, April 22 from 10 a.m. until 1 p.m. Rabies shots would be administered for $10 each and pets would remain in the owners’ vehicles throughout the process.
The County Clerk position was a full-time position until 2012 when a tight budget limited the position to part-time. Since then the part-time pay for the position has been $5,000 annually. The recent salary study showed a recommended pay range of $38,962 to $60,392 for a full-time county clerk. Commissioners discussed keeping the position part-time and raising the salary from $5,000 to $10,000.
Commissioners are expected to vote on these items at the regular meeting next Thursday.

DAWSONVILLE, Ga. – Traffic in the Dawson County Planning and Development Department has increased by 41 percent in the past 12 months, leading department director Jason Streetman ask the Board of Commissioners’ approval to create a new administrative assistant position to help with the workload.
Streetman will make his case at the next work session scheduled for April 13 at 4p.m.
The department has increased revenue by 32 percent from $545,000 in 2015 to $720,000 in 2016. At the same time, Streetman says customer traffic has increased permitting, inspections and the administrative workload. As a result employees are having to report to work early, work through lunch, and stay late to get the work done.
Streetman says, if approved, the new employee would assist in answering the phone, greeting the public, accepting & keying in permits, scheduling inspections, ordering supplies, processing & reviewing business and alcohol license to include background inspections and processing excise tax, assisting the planning director in admin support on special projects and creating/coordinating the planning commission meetings and BOC agenda items.

Commissioners Will Consider Increase in Funding for Juvenile Court

DAWSONVILLE, Ga. – Juvenile Court Judge Alison Toller is hoping the third time is a charm when she comes before the Dawson County Board of Commissioners at Thursday’s work session to request additional funding to pay for attorneys for indigent parents and children. Toller s asking to increase the amount paid to the child’s attorney by $10,000, the parent’s attorney buy $5,000 and the court reporter by $1,200.
This will be the third request for additional funds to pay for attorneys. The county has always paid attorneys for parents who could not afford to hire their own attorney. Indigent Defense uses the same screening process for parents in dependency cases and individuals charged with crimes. In January of 2014, a law established requiring all cases to have an appointed Guardian ad Litem and required the appointment of an attorney for every child.
Natalie Johnson will ask the board to approve payment of an invoice to Hall County to pay a portion of the salaries and benefits for both Judge Burton and Judge Toller to Hall County. Hall County invoices Dawson County each quarter based on payroll reports generated from their payroll system.
Commissioners will also consider a request for Dawson County to serve as the fiscal agent for Family Connection for FY 2017.
Purchasing Director Davida Simpson will present an updated county purchasing policy for the commissioner’s approval.
Senior Center Director Dawn Pruett will ask the Board to approve an amendment to the Legacy Link contract that will increase compensation to Dawson County in the amount of $3,917;, decreases the Dawson County Match for Non Federal Funds in the amount of $3,850 and increase Dawson County Match for Local Funds in the amount of $566.
Planning Director Jason Streetman will present the 2016 Capital Improvement Element (CIE) update.
County Manager David Headley and individual members of the commission have been meeting to consider the possibility of taking on legal counsel internally, leading staff to consult with outside agencies that have provided a job description and salary ranges directly related to that function. Headley will appear before the Board to ask for a recommendation on how he should proceed.
Commissioners will also consider the appointment of Mike Ball to the Industrial Building Authority Board to replace Tom Alexander.
