Board of Commissioners schedules work session Thursday

DAWSONVLLE, Ga. – Dawson County Commissioners will consider awarding a contract to Ross and Associates in the amount of $8,100 to update the county’s Land Use Plan commercial and residential zoning classifications when they meet for a work session at 4 p.m. in the Government Center Assembly Room Thursday (March 28).

The county sent our several request for bids but Ross and Associates’ bid was the only one received. Ross and Associates is the same company that conducted the impact fee study for the county.

Commissioners will also consider:

  • MLH Farm/Uncle Shuck’s application for a special event business permit to continue with its agritourism business, which includes a corn maze, sunflower maze, and this year includes the sale of Christmas trees this year. Uncle Shucks has relocated from its previous location on Hwy 53 to Bannister Rd (off Hwy 9 South;
  • A request by the 4H Rabies Clinic for a parade and assembly permit. This will be the fifth year that the Extension office has hosted the Rabies Clinic. Participants will drive into the courthouse parking lot off of Shoal Creek Road, park, register, return to vehicles and drive to the vet in the upper parking lot. They will then exit back onto Shoal Creek Road;
  • Hiring an Alcohol Licensing Administrator at a pay range of $17.00 to $26.35 per hour;
  • A request by Public Works Director David McKee to apply for the 2019 Local Maintenance and Improvement Safety Grant.to help pay for signing, striping and marking county roads. Georgia Department of Transportation has committed $100,000 for this project. The grant requires a 30 percent match from the county and the application must be submitted to GDOT by April 1;
  • A request to surplus/demolish the Transfer Station Weigh Station Modular Office now that commissioners have approved construction of the new Public Works Complex;
  • A presentation updating the 2019 Special Purpose Local Option Sales Program;
  • A request by Chief Financial Officer Vickie Neikirk for creation of a General Fund Contingency of $100,000 in the 2019 Budget;
  • Presentation of Board appointment of Tom Camp to the Board of Tax Assessors through 2019.

Coroner Bearden requests budget update

DAWSONVILLE, Ga. – Dawson County Coroner Ted Bearden appeared before the Dawson County Board of Commissioners during last week’s work session to request an increase in funding for this year’s  budget.

Bearden told commissioners, “There is going to be a shortfall. There is just no way around it. That is based on the caseload. We are still running over 30 percent higher number of cases than the same time last year.”

He attributed the increase to drug-realated deaths and deaths of a violent nature.

The county has added a deputy coroner position in the 2019 budget, but Bearden said he has already hired a deputy coroner and has been paying him out of his own pocket. He asked the county to pay the salary and benefits starting Oct. 1.

“It would be a big help to us if we could go ahead and do that,” he said.

Public Works Director David McKee will ask that commissioners grant a professional exemption to Wakefield Beasley and Associates in an amount not to exceed $53,915 to complete the design, plans and specifications necessary to complete the renovation project at the Veterans Memorial Park.

The old pavilion at the park is to be torn down to accommodate a parking lot for the new senior center that is under construction. McKee explained that in losing the old pavilion a new design plan will have to be done to accommodate the drainage that will be lost there. Wakefield Beasley has been involved in the design of the senior center from the beginning.

McKee said the exemption would relieve the county of the expense for a new firm to become familiar with the site, draw up preliminary plans, and create the complete plans/specifications for an IFB for construction services.

Commissioners discussed the proposed 2019 Board of Commissioners meeting calendar which will include a couple of minor changes to accommodate Independence Day and Thanksgiving, which fall on Thursday. Those meetings will be held on Tuesday. The proposed calendar also accommodates the Association County Commissioners of Georgia (ACCG) Annual Conference in April. Additionally, no meetings are scheduled for the weeks of New Year’s and Christmas.

Also on the agenda was a discussion about the reappointment of Chief Voter Registrar Glenda Ferguson to Chairman of the Board of Elections & Registration. That is expected to be approved at the next voting session.

Items discussed during work sessions can be voted on at the next regular meeting.

Humane Society will attempt to buy land it currently leases from Dawson County

DAWSONVILLE, Ga. — Carolyn Bowen, president of the Dawson County Humane Society, will ask county commissioners to consider selling the 5.3 acres of land on which the animal shelter is built when the Board of Commissioners meets in a work session Thursday at 4 p.m.

The Humane Society has leased the land from the county since 2005 for $1 a year and the county leases the land from the Etowah Water and Sewer Authority for the same amount. The lease agreement is for 50 years.

However, Bowen said in order to receive funding to continue to build and improve the shelter, the Humane Society needs to own the land. Bowen added the Humane Society has a major benefactor who has significant concerns that the organization does not own the land under the building in which the trust has invested.

Late last year, commissioners appointed a committee to conduct a study of current compensation and to make recommendations for future compensation for board members. After reviewing compensation of 10 comparable Georgia counties, Tara Hardwick, chairwoman of the committee, will present a recommendation at Thursday’s meeting

Dawson County Emergency Services Fire Chief Lanier Swafford will present a proposal for an Intergovernmental Agreement (IGA) with the city of Johns Creek for apparatus storage.

Swafford also will ask commissioners to consider approval of a grant application. The Chesney Fallen Firefighters Memorial Grant Program is offered by the Georgia Firefighters Burn Foundation (GFBF) in memory of Gwinnett County career firefighter Brant Chesney, who lost his life Dec. 27, 1996, battling a fire as a volunteer with the Forsyth County Fire Department.

Grants awarded under this program are to be used by Georgia fire departments to develop a new program or enhance an existing public life safety program, dedicated to fire safety and burn prevention education.

Dawson County Emergency Services has received this grant in the past, and it was used to fund the department’s fire safety house used at schools and other events. If awarded, this grant would fund the purchase of a fire extinguisher simulator training aid. The maximum amount of each grant is $3,000 and the deadline for applications is March 30, 2018

Accounting and Budget Manager Natalie Johnson will present the 2017 Board of Commissioners’ expenses, and Public Works Director David McKee will present the disposal services agreement with Advanced Disposal/Eagle Point Landfill.

Board of Commissioners overturns setback variance approval

DAWSONVILLE, Ga. – In a rare occurrence Thursday, the Dawson County Board of Commissioners reversed a decision by Planning and Development Director Jason Streetman to grant a setback variance for a convenience store located at the intersection of Hwy. 53 and War Hill Park Road.

Business owner Dipikaben Patel requested a 10-foot front setback variance along Hwy. 53 and a five-foot side variance along War Hill Road to allow the construction of a gas tank canopy. Streetman granted the variance, but several area residents spoke in opposition to the variance at the appeal during Thursday’s meeting and Commissioners Jimmy Hamby, Julie Nix and Sharon Fausett voted to deny it.

Hamby questioned why the owner couldn’t extend a canopy closer to the store rather than the right of way. An engineer speaking on behalf of the owner said it would be impractical since it would limit available parking space.

Speaking in opposition to the variance, Brandon Bennett said, “We do not need to have a traffic burden added to this dangerous intersection.” Bennett said the only way into the parcel is off Hwy. 53 and the only way out is onto War Hill Park Road. “We do not need a tractor trailer (carrying fuel) having to turn around at War Hill when the federal government won’t even let a fuel truck come down War Hill Road to fuel a helicopter for the Rangers.”

Also, commissioners approved a request by Brodie Allred, speaking on behalf of Norkot Financial, Inc. to rezone 46.73 acres on Moss Road from Residential Agriculture (RA) to Residential Sub-Rural (RSR) for a 30-lot single-family residential community. The vote was 3-1 with Fausett opposed.

The board took no action on several requests by residents of the Gold Creek community to have their property annexed into the city of Dawsonville, leaving the decision in the hands of the city, which is scheduled to hear the requests during the March meeting.

Commissioners unanimously approved a contract with SEI, Inc. to design the Blacks Mill Bridge replacement at a cost of $33,700 and the appointment of Angelia Brown to the Avita Community Partners.

Dawson commissioners receive SPLOST VI update

DAWSONVILLE, Ga. –  The Dawson County Board of Commissioners received an update on Special Purpose Local Option Sales Tax (SPLOST) VI collections from Public Works Director David McKee during a rare Tuesday work session.

SPLOST VI was initiated in 2015 and will run through 2021. Collections were expected to reach $46 million in six years. To date, Dawson County collections are $15,067,286. The city of Dawsonville receives 15 percent of collections and the county receives the balance.

Approximately 11 percent of collections are allocated to sheriff’s vehicles, 11 percent to Fire and EMS, 10 percent to Parks and Recreation, 67 percent to Public Works and 1 percent to Information Technology (IT).

McKee said a total of $11,565,649 in projects have been completed with $5,650,000 in proposed projects planned for Phase 3.

Public Defender Brad Morris requested funding for the salaries and expenses for personnel in the Public Defender’s office.

Dawson County has had a contract with the Georgia Public Defenders Council since 2005 to provide one attorney and one administrative assistant. The expenses covered by this contract ($183,738.65) were approved in the 2018 budget. The contract renews the agreement through Dec. 31.

A second request by Morris for $71,257 is required to cover half the salaries of an assistant public defender and an investigator. The other half is covered by Hall County, which is also served by the office.

Commissioners approved the repaving of the roadway of the Veterans Memorial Park and Senior Services and parking lot for the Veterans Memorial Park with SPLOST V and VI funds. The county has received two bids for the project and Parks and Recreation Director Lisa Henson asked commissioners to approve the low bid of Blount Construction Company in the amount of $599,141.

Georgia Department of Transportation (GDOT) has programmed the state Route 183 bridge over Cochrans Creek for replacement during the first quarter of 2020. The closure of the road during construction, which is expected to be for a period of six months to one year, will require all traffic to be detoured. GDOT has identified the most beneficial detour to be Keith Evans Road, a county maintained road. McKee asked commissioners to approve the use of Keith Evans Road as the detour route.

Issues discussed during work sessions are expected to be voted on at the next voting session of the Board of Commissioners.

Board of Commissioners to consider Blacks Mill Bridge replacement

DAWSONVILLE, Ga. – Dawson County Commissioners will consider a recommendation from Public Works Director David McKee regarding replacement of Blacks Mill Bridge when the board meets Thursday, Feb. 8, at 4 p.m.

The bridge has been closed for replacement since August when staff presented three options. The options included approving staff to work with the Georgia Department of Transportation (GDOT) on a surplus bridge option to offset the replacement cost.

However, the county has been informed there are no surplus bridge options available at this time. Staff has reviewed the new bridge replacement plan and believes the quickest, most cost effective solution is to contract with Southeastern Engineering Inc. (SEI).

Staff has requested funds from GDOT and was approved for up to $175,000 or 70 percent of construction costs. Staff is requesting approval of the SEI contract for professional services for the design of the new bridge structure.

The county financial contribution to the project will be provided by in-kind service and is not expected to impact the budget requiring an addition/amendment.

Dawson County historically contracts with an insurance broker firm to monitor the insurance market for pricing trends for negotiating insurance costs for employee and county premiums. The current contract with Northwestern Benefits exhausted all renewals on December 31. An extension of the contract was agreed upon which ends on Feb. 28, 2018.

Commissioners will consider a bid from ShawHankins for a one-year contract with a possible one-year renewal.

County employees enjoy Thanksgiving luncheon

DAWSONVILLE, Ga. – Dawson County employees do their best to serve the citizens of Dawson County, so County Manager David Headley and the county commissioners decided it was high time they returned the favor.

Headley, Chairman Billy Thurmond and commissioners Jimmy Hamby, Julie Nix, Chris Gaines and Sharon Fausett purchased the turkey and ham and served a Thanksgiving potluck luncheon at Veterans Memorial Park.

Employees could either sit down for their meal or take it to go. An estimated 125 county workers participated.

“Our employees are our most important asset, and this was just one way we are able to show our appreciation,” Headley said. “We also thank our employees for providing the many delicious side dishes, desserts and other items that helped make our gathering a success. We wish our employees and their families, and all of our Dawson County citizens, a happy Thanksgiving.”

Thurmond added, “I want to thank the staff for their hard work and dedication to the citizens of Dawson County. I also want to wish everyone a happy Thanksgiving.”

Publix in Dawsonville partnered with the county to provide 10 turkeys and two hams at a discounted price.

“We would like to thank our friends at Publix for the delicious meat; those who prepared it, Ricky Rexroat of Emergency Services and David McKee of Public Works; and Commissioners Billy Thurmond, Sharon Fausett, Chris Gaines and Julie Hughes Nix for taking time to help serve the meal,” Headley said.

County LOST/SPLOST Collections up 18 Percent

DAWSONVILLE, Ga. – In his report to the Dawson County Board of Commissioners during Thursday’s work session, County Manager David Headley said SPLOST and LOST collections are up 18.03 percent compared to last year. Revenue collected from the Special Purpose Local Option Tax reached $698,736 in August, about 14 percent over its projection. Local Option Sales Tax revenue reached $614,883.

Headley also reported the number of building permits issued in August increased by about 50 percent to 42. There were 22 Single-family permits issued, 11 more than in July. The county also issued 172 business licenses last month and 1,407 for the year.

David McKee, President of KARE for Kids, asked that commissioners once again grant permission to use the county parking areas during the upcoming 50th annual Mountain Moonshine Festival (Oct. 27-29) in order to raise funds for needy children in Dawson County.

McKee proposed charging a $10 parking fee per vehicle as has been done in previous year. McKee said several county organizations have agreed to staff the lots and collect fees. KARE for Kids, Inc. is a 501(C)(3) organization and is fully insured.

McKee, who is also Dawson County Public Works Director, asked the Board to consider amending a contract it made last May for road improvements to Tanner Road, Kelly Bridge Road and Steve Tate Highway as part of the SPLOST VI project list. An alternate project for Thompson Road was not awarded at the time due to a lack of funds. However, McKee said current SPLOST VI revenue allows for the addition of Thompson Road to the project.

McKee said that C.W. Matthews Contracting Co., Inc., is not obligated to complete the amended scope of work, but had agreed to do so at the cost submitted previously ($925,899.20).

Planning and Development Director Jason Streetman asked the board to cancel the contract approved in 2016 to provide development overlay for the Ga. 400 corridor from Hwy. 53 to the Forsyth County line.

The GA. 400 overlay as approved covers a large swath of Hwy. 53 within its boundaries but leaves an area of approximately eight-tenths-of-a-mile out of the overlay. Streetman said his staff had identified several parcels of land that should be included in the overlay.

He said with the Board’s approval his staff is ready to move forward with a timeline of dates for open houses, planning commission meetings, etc.

The cost for the project is expected to be approximately $45,000 and Streetman the cost could be absorbed within his department’s existing budget.

Environmental group asks BOC to support HR 158

DAWSONVILLE, Ga. – Joe Cook, of the Coosa River Basin Initiative, will ask county commissioners to support House Resolution 158 when the Dawson County Board of Commissioners meets in a voting session at 6 p.m. Thursday.

The resolution claims that nearly 40 percent of the $469 million collected for the state’s Hazardous Waste Trust Fund and Solid Waste Trust Fund since 1993 has been diverted to other funds.

HR 158 seeks to have the Georgia General Assembly create a dedicated trust fund for initiatives such as hazard waste cleanups, tire dumps and clean community programs.

Commissioners also will vote on acceptance of a partially state-funded Local Maintenance Improvement Grant that will fund $537,860.97 in road repairs. State funding in the amount of $413,739.21 will be provided by Georgia’s Motor Fuel Tax. If approved, the county will provide a 30 percent match in the amount of $124,121.76.

Public Works Director David McKee said the funds will be used to repair the following roads: A.T. Moore, Mt. Vernon, Biscayne Dr., Keys Court, Sandcastle Ct., Bay Drive, Harbour Drive and Seabreeze Way.

Commissioners also are expected to vote on acceptance of a continuous grant application to provide public transportation for Dawson County citizens. The grant, which is provided through the Federal Transportation Administration, will pay 50 percent of administrative and operating budget for the county’s transportation system if commissioners approve.

Commissioners will also consider new alcohol license permit requests by the Arellano Restaurant Group, LLC, doing business as Senor Fiesta No. 3 (retail consumption on premises of beer, wine & distilled spirits) and Southern Pie, LLC doing business as MOD Pizza (retail consumption on premises of beer only).

BOC Considers Contract with Ga. Technical College

DAWSONVILLE, Ga. – Emergency Services Director Lanier Swafford was the presenter of three of the four items on the Dawson County Board of Commissioners work session Tuesday.

Swafford asked the board to consider approval of a clinical contract with North Georgia Technical College in Clarkesville that would allow for EMT and Paramedic students enrolled in such programs at NGT, to engage in clinical opportunities with Dawson County Emergency Services.

NG Tech is only one of two technical colleges in NE Georgia which conduct a paramedic program. DCES has previously had a clinical contract with the school. This opportunity allows for the student to experience field opportunities while in school and allows for DCES to evaluate students and possibly recruit future employees.

Swafford also sought board approval to apply for an Emergency Management Performance Grant (EMPG), something the county has done for many years. Swafford said county emergency management agencies who complete the mandatory activity and reporting requirements for GEMA have been eligible to receive a 50/50 matching grant to support EMA activities such as mitigation, preparation, and response to emergency situations. The funds cover a portion of the cost for Swift Reach (Reverse 911 System), weather siren maintenance, and radar subscription for the EOC.

This year the base award formula for the EMPG grant was modified and Dawson will receive an increase $7,784 in the 2017-‘18 budget year. This is a 50/50 matching grant for a total of $15,568.

The Dawson County Fire Safety and Prevention Ordinance was adopted by the Board of Commissioners in August 2005 and has never been updated. Included in this ordinance were fees to be imposed by the Dawson County Fire Marshal’s Office. Now that changes have been made to the fireworks law and additional services are being offered through the Prevention Office Swafford asked commissioners to consider updating the ordinance.

Swafford said the only major changes the department is requesting include: Align the language of the ordinance to match that of state law concerning firework permits and inspection fees;  Address fees for CPR, First Aid, and Day Care Provider Fire Safety Classes. These fees have never been formally been adopted by the BOC.

Public Works Director David McKee gave commissioners a Phase Two SPLOST VI Road Improvement Project Budget Update. The program included four road rehabilitation projects. (Tanner Road, Kelly Bridge Road, Steve Tate, and Thompson as an alternate).  The original contract with CW Mathews was approved May 4, 2017 for the first three roads, and on Sept 21, 2017 the BOC approved the alternate of Thompson Road.

The cost that was approved at that time was only for the CW Mathews contract which did not include all expenditures needed to complete the project.  When the scope was presented to the BOC for approval, staff discussed that striping would be performed by our standby striping contractor rather than contracted as part of the road rehabilitation contractor, as such the cost needs approval from the BOC.

Striping cost is to be included in each project. Total shall include both temporary striping and permanent high build striping.  The total project cost will not exceed original approved contracted budget.  Budget to include all striping and or expenses related to completion of the project.

 

 

 

 

 

Dawson BOC meets in rare Tuesday work session

DAWSONVILLE, Ga. – The Dawson County Board of Commissioners will consider a lengthy list of agenda items during a rare Tuesday (Nov. 21) work session that begins at 4 p.m. in the Government Center Assembly Room. Board meetings are usually held on Thursdays, but this meeting was moved because this Thursday is Thanksgiving

Dawson County Commissioners have a busy agenda on tap  for Tuesday’s work session.

Board appointments for 2018, grant applications, an intergovernmental agreement for municipal elections with the city of Dawsonville and several funding requests will command much of the commissioners’ time.

Commissioners will consider the reappointment of Ricky Rexroat and Lanier Swafford to the EMS Advisory Council Board, Dr. Larry Anderson and Elaine Maple to the Health Board and Chad Cofield to the Parks and Recreation Board.

Judge Lindsay Burton will ask commissioners to consider additional funds for the Juvenile Court, and Public Works Director David McKee will request funding for the Lumpkin Campground Concept Improvement Plan.

Grant applications to be considered Tuesday include a FM Global Insurance Company Fire Prevention Grant Application, a Georgia Forestry Commission 50/50 Grant Application, a Department of Public Health Occupation Safety Seat Grant and an ACCG Summer Georgia Counties Internship Program (GCIP) Grant application.

Planning and Development Director Jason Streetman will present a Special Event Alcohol Permit Application by the Dawson County Chamber of Commerce for a Business After Hours at United Community Bank on Dec. 14.

McKee will also present a request to abandon the portion of Powell Rd. between Amicalola Church Rd. and Colly Lane.

These agenda items are expected to be voted on at the next regular meeting of the Board of Commissioners.

BOC May Add Fire Hydrants on Kilough Church Rd.

DAWSONVILLE, Ga. – Two important contracts will be voted on when the Dawson County Board of Commissioners meet in regular session Thursday at 6 p.m.in the Administration Building.

Dawson County Fire Chief/EMA Director Lanier Swafford has requested that commissioners consider approval of a bid by Townley Construction to install seven fire hydrants as part of an Etowah Water and Sewer Authority project to begin later this month along Kilough Church Road at a cost of $27,755.

Etowah Water and Sewer Authority will begin an upgrade project along Kilough Church Road this month. As a compromise concerning the issue between the Authority and county, EWSA is offering to install seven fire hydrants as part of the project at the bid price of $3,965 each with no long term, binding agreement. EWSA also will waive any connection fees and will not seek line upgrades or administrative fees valued at $14,280.

Commissioners also are expected to vote on renewal of a contract with Deanna Specialty Transportation, Inc., a subcontractor for DHS Senior Transit Rides.  Deanna reimburses the county for all senior rides provided by Dawson County Transit and Dawson County Senior Center.

Also to be considered are special event permits for the Bootlegger Triathlon and the Dawson Chamber of Commerce for an alcohol permit for a Business After Hours event scheduled for Sept. 21.

Milton and Mary Bruce were attempting to buy two lots along Pirkle Leake Road when title work uncovered an old plat making it appear (erroneously) that parts of the lots are in county right of way. However, the lots are not in the right of way and they are seeking a quit claim deed to proceed with the purchase.

Public Works Director David Mckee and County Attorney Lynn Frey reviewed the situation and concluded that a corrected plat and quit claim deed are appropriate to correct the error. McKee has already signed off on the plat but the deed must be approved by the Board and signed by the Chairman.

The Board will also consider the appointment of Gary Coates to the Dawson County Industrial Building Authority and Tara Hardwick, Tony Passarrello and Bill Johnson to the Commissioners’ Compensation Committee.

SPLOST, LOST Collection Exceed Projection

DAWSONVILLE, Ga. – County Manager David Headley delivered some welcome news during the Dawson County Board of Commissioners work session Thursday. The county has made great gains in collection of the Local Option Sales Tax (LOST) and Special Purpose Local Option Sales Tax (SPLOST). Both have performed above expectations.

Bearden said revenue from both is up 17.6 percent over the same month in 2016 and 12.58 percent for the year. Last month’s collection came in 26.2 percent over projection.

Total SPLOST VI collection for the year is $16,281,296. September SPLOST collection was $682,219 while LOST collection was $600,343.

Commission Chairman Billy Thurmond has stressed the importance of reaching SPLOST and LOST collections during his first year in office. “If we keep on the current pace, we might reach the projected amount of sales tax we put into the 2017 budget,” he said. “That will be the first time that has happened in the last several years. In fact, I’m glad to hear we might actually beat the projections.”

Public Works Director David McKee requested Board approval to apply for the Local Maintenance Improvement Grant (LMIG) from the state Motor Fuel Tax collections. The grant requires a match of 30 percent. This year the amount allotted to Dawson County is $413,739.21. Dawson County’s 30 percent match would total $124,121.76. Total budget for 2018 LMIG projects is $537,860.97.

The funds will be utilized to repair the following roads: A.T. Moore, Mt. Vernon, Pelican Court, Biscayne Dr., Keys Court, Sandcastle Ct., Bay Drive, Harbour Drive and Seabreeze Way.

Senior Services Director Dawn Pruett will present a continuous grant application for the Board’s approval. The grant is with the Federal Transportation Administration (FTA) to provide public transportation for Dawson County citizens.

If approved, the grant will continue to pay a 50 percent match with federal funding for administrative and operating budget.

County Millage Rate Hearing is Thursday

DAWSONVILLE, Ga. – The Dawson County Board of Commissioners will hold the first of three public hearings on the proposed FY 2018 budget and the millage rate Thursday at 4 p.m.

The board intends to leave the current millage rate of 8.138 unchanged, which would increase the 2017 property taxes it will levy this year by 4.45% over the rollback millage rate.

The proposed tax increase for a home with a fair market value of $250,000 is approximately $34.70 and the proposed tax increase for non-homestead property with a fair market value of $200,000 is approximately $27.76.

Additional public hearings are scheduled for Aug. 17 at 9 a.m. and 6 p.m. Citizens are invited to attend and comment.

Other items on Thursday’s agenda include a request by Director of Emergency Services Lanier Swafford for commissioners to consider accepting a Staffing for Adequate Fire and Emergency Response (SAFER) grant from the U.S. Department of Homeland Security in the amount of $960,305. The county would be required to provide a match of $596,947.

The grant would help cover the cost of salary and benefits for personnel for three years. The other cost the county would incur would be for uniforms and gear (approximately $2,500.00 per employee per year).

The grant is for three years. At the end of the three years, the grant offers three options – employing agency assumes responsibility of the cost; apply for a hardship extension to the grant if local funding is limited; termination without penalty.

Director of Public Services David McKee will provide an update on the closure of Blacks Mill. The Georgia Department of Transportation declared the bridge unsafe for vehicular traffic and ordered it closed on July 18. McKee will ask the board to consider allowing his staff to continue working with GDOT on one of its bridge maintenance assistant programs.

City, County Officials to Speak at Community Workshop

There will be departmental reports, including one by Director of Planning and Development Jason Streetman that shows total building permits issued in October rose by 14.2 percent to 40 over the previous month.   Construction of single-family new homes rose by 5.8 percent increase.

Streetman’s report shows a strong uptick in zoning applications and meetings with developers to discuss large projects. His prediction is that 2018 is going to be extremely busy.
