Dawson Commissioners Hold Work Session, Public Hearing

DAWSONVILLE, Ga. – The Dawson County Board of Commissioners held the first of two public hearings on an Ambulance Billing Ordinance Revision during Thursday’s work session. There were no objections to the revision and the second public hearing will be held on Thursday, Oct. 27.

Court Administrator Reggie Forrester asked the Board to consider a transfer of funds from the General Fund contingency to cover overages in Superior Court’s department fund, created by an increase in the number of jury trials and corresponding transcripts this year.

Forrester noted that the department had expended $47,120 in jury script and $45,252 in transcripts as Sept. 16. The department had only 15 jury trials in 2015. So far, there have been 20 jury trials with 4 weeks remaining on the jury schedule. The amount requested is $25,000.

A spokesman for the Sheriff’s Office presented the Intergovernmental Agreement with the Dawson County School District for School Resource Officers (SRO). There was some confusion regarding the contract. The current contract calls for four SROs A fifth position was approved but frozen. The Board of Education, however, did not ask for funding for the fifth position and that must be worked out before commissioners can approve the new contract.

Senior Center Director Dawn Pruett asked for the board’s approval to sell raffle tickets for a homemade quilt to raise funds for Christmas presents for senior clients. The quilt is made and on display at the center. Winning ticket to be drawn in December.

Pruett also asked for approval of the FY 17 contract with Deanna Specialty Transportation Inc., the subcontract for DHS Senior Transit Rides. The company reimburses the county for all senior rides provided by Senior Center at a rate of $6.50 per trip.

Pruett also asked the Board to approve the FY17 Operating/Capital Budget which includes a 50 percent match from Federal and State funding in the amount of $107,654 for operating and 90 percent in the amount of $40,502.70 for capital.

County Fleet Administrator Shannon Harben presented a standard three-year contract for maintenance and repair of the county’s trucks. It was recommended that the Board accept the bid of Cumming-based C.C. Walls in the amount of $198,339. Harben said Walls was the only responsive bidder on the contract.

Purchasing Director Davida Simpson presented Bid No. 283-16 for approval to purchase Dodge vehicles to replace vehicles that met or exceeded the county’s Vehicle Replacement Policy. Five vehicles were approved for replacement. Two have yet to be replaced due to bidders failing to submit responsive bids. The Roads Department requested a 5500 Ram (chassis only) and DCES requested a 2500 Ram Cargo Van.

Staff recommended awarding the bid to Covington-based Ginn Commercial, the lowest and most responsive bidder in the amount of $74,786.

Items on the Work Session Agenda are expected to be voted on at the next regular meeting of the Board of Commissioners.
